Dry-build deploy fails #6422

Based on discussion in #6408
When using dry-build --dont-run-after-build with Integrations or Pipes that reference kamelets, the subsequent kamel deploy command fails with "ConfigMap not found" errors.
Integration enters Error phase:
error during trait customization: kamelets trait configuration failed:
ConfigMap "<name>-kamelet-<kamelet-name>-template" not found
The following E2E tests in e2e/common/cli/deploy_test.go are currently skipped pending resolution of this issue
