ui: listConfigurations called for normal user in deploy vm wizard

problem

listConfigurations is called in the deploy vm wizard for normal users for config - enable.dynamic.scale.vm possibly causing issue during deployment in terms of dynamically scale VM.

The steps to reproduce the bug

1. Go to deploy VM wizard
2. Error seen for listConfigurations API call

@shwstppr , I can confirm the listConfigurations is being called and results in http code 432. Why do you think this has the effect you describe on scaling?

@DaanHoogland I should've tested it and added it earlier,

1. Enable config - enable.dynamic.scale.vm if not true already
2. Create a compute offering with Dynamic Scaling enabled if not present already
3. Register a template with Dynamic Scaling enabled if not present already
4. Log in into UI as a normal user and go to deploy VM wizard
5. Dynamic scaling option under Advanced mode remains disabled

We need to create a listCapabilities response equivalent for enable.dynamic.scale.vm config so it can be accessed by all user roles.
