Import Unmanaged Instance fails to import Instance

Importing unmanaged Instance fails to import instance and creates dummy Instance in CloudStack with new vmId.

The steps to reproduce the bug

1. Create Instance
2. Unmanage Instance
3. Import Instance from UI (Tools -> Import-Export Instances)
   ...

did you mean the UI said import succeeded but actually did not ?
any error logs ?

Yes, import succeeds and adds a dummy Instance. There wasn't any error related to import.

E.g. When we import unmanaged instance with id i-2-33-VM, new instance is shown in CloudStack with id i-2-37-VM (dummy). And i-2-33-VM instance remains in Unmanaged list. So now we have dummy instance in CloudStack and i-2-33-VM remains unmanaged.
