UI: Create Instance from the template

problem

There is a create instance action button at the templates UI now, while the template is only available in one zone it lists all zones and continues to the instance creation wizard where the template is not seen. Minor filtering issue looks like.

The steps to reproduce the bug

1.Register a template for one zone in a multi zone environment
2. Navigate to the template and use the create instance button, selecting a zone without the template.

What to do about it?

The listing should show only the zones where the template is available.

@DaanHoogland that button was added in 4.21 so created a PR targeting 4.22 branch
