Current Behavior

1、When using the moveOverLap attribute for label overlap，in some cases, offsets are applied unnecessarily

2、When using the moveOverLap attribute for label overlap，the position don't remain within the coordinate system

Expected Behavior

Offset should only occur when necessary and should not be moved out of the coordinate system it is in
