滴，我基于flink 1.16.2 、cdc 2.4 也遇到类似的问题：Could not find any factories that implement 'org.apache.flink.table.delegation.ExecutorFactory' in the classpath.

网上很多都说缺失表的依赖，例如：flink-table-planner和flink-table-planner-loader冲突，需要删除flink-table-planner-loader，按照流程操作后，依然没有解决此问题。
