What needs to be done:

Introduce the configuration for forcibly triggering timeline compaction

Why this task is needed:

Sometimes, if there have been no new commits but I want to compact the timeline, I can't do it now.
Therefore, I hope to introduce a behavior that can forcibly trigger timeline compaction
