Add test-containers harness

Task Description

What needs to be done:
Add test-containers framework to be able to:

1. Start existing docker-compose scripts
2. Run commands
3. Assert command results

Preferably, the harness should use fluent APIs to allow for readability

Why this task is needed:
In order to start shifting our code to use test-containers, we need to add test-framework/harness to support them.
