Migrate markdown-link-check action to maintained fork

Replace `gaurav-nelson/github-action-markdown-link-check` with the actively maintained fork, `tcort/github-action-markdown-link-check`

Requires `tcort/github-action-markdown-link-check` to be allowlisted first in #368
