banMavenDefaults option to RequirePluginVersions rule is not documented

Bug description

This should be a lovely feature (when set to false), but it doesn't seem to show up at https://maven.apache.org/enforcer/enforcer-rules/requirePluginVersions.html

It was introduced in #506

Is this an oversight?

I'll give it a try. This option makes a lot of sense when:

• A Maven wrapper is in use (I think the original issue mentions this)

or

• If the Maven version is enforced (more specifically, if a minimum Maven version is enforced) – even if exactly one Maven version is not enforced, many plugin versions will be specified due to the lifecycle bindings or super-POM.
