[MRESOURCES-290] Configuration to Redact Environment Variable Values

Add a configuration which controls whether environment variables are redacted in debugging, or change the logging behavior to always redact the value. Right now when debugging is enabled it's very easy to accidentally leak credentials and other PII when maven-resource-plugin runs.
