[FEATURE] Add support to TIOCGICOUNT ioctl for STM32 families #15844

Is your feature request related to a problem? Please describe.
Currently only STM32 has support to TIOCGICOUNT, it should be extended to all other STM32 families, and eventually to all MCUs supported by NuttX.

Add TIOCGICOUNT suppose using existing implementation from STM32 as reference
