ORC-2093: Remove labeler GitHub Action job

### What changes were proposed in this pull request?

This PR aims to remove `labeler` GitHub Action job.

### Why are the changes needed?

We received an email from ASF infra team. We had better remove this in order to follow the ASF Infra team's guideline correctly.
