Backport PR#2262 to a 1.x release?

Is it possible to backport #2262 to a 1.x release please? We are impacted by this and would very much appreciate it.

@brendo-m PR #2596 was just merged, if you want to use the change as soon as possible you can use the snapshot which should be deployed in the next few days.

Otherwise you can wait till the 1.5.0 pekko release.

@He-Pin we make heavy use of a boradcast hub in one of our services and have found that with a large number of subscribers there is an enormous amount of garbage created modifying the subscriber list. I had actually planned to make a change here myself so was very happy to discover you had already done it
