Should compactTopic disable generate consuemqueue

As Compact topic will generate SparseConsumeQueue, and pull message processed by compactionStore when enable compaction and topic has CleanupPolicy.COMPACTION atte, so should we omit creating consumeQueue in that case to save disk usage.
