[SPARK-49803][SQL][TESTS] Increase spark.test.docker.connectionTimeout to 10min

### What changes were proposed in this pull request?

This PR aims to increase `spark.test.docker.connectionTimeout` to 10min.

### Why are the changes needed?

Recently, various DB images fails at `connection` stage on multiple branches.
