WeChat API Http Requests

Hi Guys,

Thank you for the wiki, it's been extremely informative and helpful.

I just had a question about making HTTP requests to APIs. From the FAQ it states that wechat can only make requests to ICP providers. Does this also include tencent cloud?

For example, if I have a server on Tencent Cloud deployed in a Chinese availability zone, will I be able to connect to my server?
