打包报错，求助

想自己打个版本，执行make package type=rpm app=apisix version=2.15.3 checkout=2.15.3后出错，报错如下：
docker build -t api7/fpm - < ./dockerfiles/Dockerfile.fpm

Trying to pull repository docker.io/library/ubuntu ...
missing signature key
make: *** [build-fpm] 错误 1
请问这个问题怎么解决

missing signature key 是不是GPG 或者 ssh ?
