Need to provide a way to detect uri args change

Currently, we patch OpenResty to add a flag which detects the change of headers:
https://github.com/api7/apisix-nginx-module/blob/main/patch/1.21.4/ngx_lua-request_header_set.patch

We should do the same thing with the uri args.
