fix and rework CI pre-releaes and release pipeline #193

For some reason sometimes the pre-release github job jumps more than single patch version. For example in the linked PR it jumped straight from 0.2.15 to 0.3.1 for some reason. We need to make it more robust, maybe do not list the beta version from the NPM which can sometimes behave weirdly and createa some pre-release.json in the repo with the latest pre-release version and use that as a reference.
