When `?tools` is specified do not expose the default tool categories

When user uses the ?tools or --tools we currently always include the default tool categories (currently only docs). We should change this behavior and include only explicitly mentioned tool categories. Use default only when user does NOT use the tools param.

Lets say I only want to use one specific actor, and not the other features such as "add actor"/"search actor". Could I configure the server to only use a pre determined set of actors?
