[FR] programmatically create integrated portals

Is your feature request related to a problem? Please describe.
It seems that nearly every aspect of Apigee X can be managed programmatically—created, updated, edited, or deleted—except for creating a portal. While I'm aware of the apidocs API, I'm referring specifically to creating the integrated portal.

apigeecli portals create/update/delete etc

Describe alternatives you've considered
There is no alternative, we have to create it in the UI right now

@sedghi - we are aware of this gap. However we are still waiting for the APIs to be exposed for these operations. Once they are available, we will be able to build these features to apigeecli as well
