registry-experimental: recover useful features removed in registry/#868

[timburks]

apigee/registry#868 removed v1alpha1 protos and related experimental features.

These can be recovered from previous commits and tags including v0.5.7.

Possible features to recover:

• breaking change detection
• indexing
• proto references (but not so important since we now import fully-resolved proto specs)
