Build from git clone fails on Ubuntu 24.10

Compile fails at first and every source file because the git ./tclh directory is empty and there are no instructions to populate it and it's required by ./generic/tclCffiInt.h

I expected the BUILD.md instructions to work.

Doesn't this fail on all platforms?

BUILD.md assumes building from the release tarball and does not include instructions for git.

Add a --recursive option to git clone to retrieve submodules when cloning.

It's been a long time since I wrote a configure script, but I seem to remember: AC_CHECK_FILE(tclh/LICENSE, [ ], [ AC_ERROR("git submodules need to be fetched") ] ) Why wait to answer questions in issues when you could answer them in configure?
