Fee Rate Indicator/History

Issue:
When I manually set fees, it is difficult to determine an optimal rate for any given channel to induce fee generating forwards. If the fee is set to high, 0 forwards. If the fee is set too low, then potential fee capture is lost.

Solution
On the "Channels" GUI, it would be helpful to have columns where I can have some indication of fee rates which successfully induced forwards during the last x days (30, 60, 90?).

1. Average fee rate
2. Min fee rate
3. Max fee rate
