Generates a short lived token that allows creating pull requests of changes between a "central" repo and its "dependents". This is useful to keep configuration files synchronised across repos in an organisation. Only gives the necessary permission to create a short-lived branch and create a pull request.

This app is mainly used by the Seedcase Project and rostools organizations to simplify configuration management between repositories.
