ExternalCI user loosing access to artifacts bucket when there are multiple environments deployed

Describe the bug

When there are 2+ environments deployed the ExternalCI user have the access only to the artifacts bucket of the environments which was configured as last.

Steps to reproduce

1. Deploy stage env
2. Deploy prod env
3. Try to deploy stage env
