Use rubinius 3.0+

when I ran the apricot command in rubinius 3.69 I got:

Apricot must be run on the stable Rubinius 2.0.0 release or newer.

Apricot hasn't been meaningfully updated in 3 years and I may not have time to work on this for a while. I'd like for Apricot to work on the latest Rubinius, though, and patches are very welcome.
