feat: User-provided changelog templates #10
Description
User might want to have their own template to match a specific format, or add extra content in their CHANGELOG.md files.
User can provide a custom CHANGELOG.md template using a local file. If not provided, the template should fall back to the default template.
Ideally the default template should not break formatting tools, such a prettier :)
