Added risk ratings not showing in UI

I added risk ratings (Low, Medium, High) using the admin section, but they are not appearing in the front-end user interface.

I have also seen this. When I tried debugging, the risk ratings magically appeared. Not sure what is going on - caching issue?

I have noticed that the ratings sometimes appear, but most of the time they are not displaying.
