feat(cli): Add support to update files from later version

Currently only new installs receive the benefits of changes to tsconfig.json or plugin code there should be an update similar to 
ohZsh that lets the user know on next run that there is a newer version ask if they would like to update. 


Additionally this should support 
```bash
npx ets update 
```
