Move used Azure resources to separate resource group for better maintainence #507

Is your feature request related to a problem? Please describe.
Currently, we re-use Azure resources from existing Arcus repo's (web API, messaging, background jobs, event grid...). This was a good approach in the beginning bc we didn't have much load and much functionality. But we have grown since then and for better tracking and guiding management, this rather hard to track which test uses which resource.
Describe the solution you'd like
Create a separate resource group where we can have new resources for these tests. This would simplify management of the tests by degrees.
