federation for non-graphql sources

I'd like to build a unified schema across non-graphql sources (eg gRPC)
I first started looking at the federation transform:

It seems easy to add federation directives to the shared User entity (for accounts graphql source in the example).
But it doesn't seem possible to add federation directive to the references (in reviews, it references Users) Does the federation transform support this? (It doesn't seem so). My issue is that all of my sources are non-graphql so there is no way for me to add these directives since they don't have a native graphql schema.

Could you share an example repo with what you are trying to do?
