Put all deprecated categories under a "Recycle Bin" category

Several categories have been deemed superfluous. The topics from these categories have been moved to alternative
categories and the categories should be deleted. However, before that can be done, redirects must be set up on the
category URLs to avoid breaking any links. So as an interim measure, the categories are staged under the "Forum
2005-2010 (read only)" category to make them less visible to forum users. However, the "Forum 2005-2010 (read only)"
category does also contain valuable posts and thus some users may browse its category structure. The presence of the
deprecated categories may harm the browsing experience for those users. This is effectively mitigated by consolidating
all the deprecated categories under a single "Recycle Bin" category.
