Menu options on lock screen

On the lock screen, the menu has a sleep option but the hibernate option does not appear there so you have to first unlock to hibernate. I think it would be great to support this.

Adding quick settings actions on the lock screen requires extra permissions and currently I believe shutdown and restart are also missing as they are more "destructive" than suspend so should require elevated permissions - i.e. being logged in.
