[ENHANCEMENT] Configure local env with all network interfaces (#5225)

When running the frontend server locally connecting to a local argilla
server, the proxy cannot connect and the environment does not work. By
changing the default server base URL to `http://0.0.0.0:6900` the
problem is resolved. This change forces using all available network
interfaces to connect.
