Enhance Windows 11 setup

This issue captures future improvements that can be made to the current WinGet Configuration file in order to have a consolidate automate machine setup in a single file.

• Install Bitwarden
• Install DevToys
• Enable Clipboard History
• Enable End Task in taskbar by right click
• Change PowerShell execution policy to allow local scripts to run without signing
• Enable System Restore
• Add support for Rider and any required Workflow
