Doc[eos_designs]: Improve l3 inband documentation #6547

Enhancement summary
The documentation of the l3 inband feature is too simple and it does not say explicitly that we have to use the variable downlink_pools on the upstream switches in order to make it work. We have typically used uplink_ipv4_pool on the downstream switches to set the IP pools in the underlay. This should be clarified.
