Default to 12-hour or 24-hour throughout the stack

I have noticed on my computer running Ubuntu 22.04 LTS "Jammy Jellyfish" that the time is represented in a 12-hour format with the "BashTOP" implementation but in a 24-hour format with the "BpyTOP" and "BTOP++" commands.
