Does it just use the same rule for pure bottom navigation bar in the sample?

If I remember it correctly, NavigationSuiteScaffold manages the navigation on its own. This makes it incompatible with Decompose, because Decompose also does this. You can try to manually check WindowSizeClass and show appropriate nav controls (like the navigation bar or navigation rail) for your needs.
