Automerge: [VPlan] Use VPReductionPHIRecipe::isOrdered instead of CM (NFC).

Directly retrieve isOrdered from the reduction phi recipe instead of
going through the legacy cost model.

Split off as suggested in
llvm/llvm-project#142322.
