Automerge: [SPIR-V] Fix --target-env version value in the test case (#123191)

This PR fixes `--target-env` version value in the test case
`llvm/test/CodeGen/SPIRV/validate/sycl-tangle-group-algorithms.ll`: the
issue was introduced in llvm/llvm-project#122755
