Fix cpp-baremetal-semihosting-exceptions on Windows (#224)

The make.bat was missing -nostartfiles for the clang++.exe invocations.
This prevented the samples from exiting cleanly.

The other cpp-* samples have -nostartfiles in their make.bat.
