Binaries are unreachable for eclipse target platform inclusions

I tried to reference this library in target platfom definition, but it seems unreachable for eclipse maven facilities.

According to maven repository info page, repository should contain a jar, so the way I am trying to include is correct (I hope).
Please help somehow, or give some instructions on how to fix it on my side.
