Missing license file?

Is this repo missing a License or COPYING file?

I'm not sure what the license is.

One at the root level would be helpful.

It is intended to be GPL-3.0+, but a LICENSE file in the root directory woulde be good, so github recognizes the license. It would also be good to mention "GPL-3.0+" in the README.
