Enable dependabot for the repository

Hey everyone, I'd like to enable dependabot for out repo, the bot will alert us when dependencies needs to be updated, it'll also open PRs automatically for us, see https://docs.github.com/en/code-security/getting-started/dependabot-quickstart-guide

After giving it a few more thoughts, instead of enabling dependabot, we should make sure our plugin stays in line with the console plugin template configuration over time as it is the reference point.
