"Could not add transfers" error is very confusing

In the manual-input upload form, when a round doesn't add up, the error is "Could not add transfers"

This is confusing. Resolve by either:

1. Telling which round
2. Adding a SUM to the UI, so folks can ensure the vote totals don't increase
