Change action keys from index to uuid

Right now in db order and key is the same thing. It should not be.

• add order child to actions
• look into ordering by order in db
• order by order on device-bridge
• order by order in TriggerEdit
• change new action in trigger to push and assign proper order there
• finish drag & drop order change possible
• honor actions uuid in react
