Removing converters from SampleChains

SampleChains.jl and SampleChainsDynamicHMC.jl haven't been updated in 3 years, and at multiple times we've had to work around them being incompatible with the latest versions of our other test/docs dependencies. I think it's time to remove from_samplechains. If maintenance on these packages resumes, we can always add back the functionality, or the converter can be relocated to the Soss/Tilde ecosystem.

Hi! I’d like to help with this.

Before starting, I want to confirm scope:

• Remove from_samplechains from the public API
• Update internal usages (if any)
• Update tests/docs that reference SampleChains converters

I’ll start by auditing:

• where from_samplechains is used
• which tests/docs depend on it
• whether any downstream behavior changes are expected

Let me know if this aligns with your intent before I open a PR.

Thanks @SachinDurairaj06 for your offer! #410 already implemented all the necessary changes, and this issue is only open until we release the new version. If you'd like to make a different contribution, perhaps you'd be interested in tackling #405?

I’ll take a look at #405 and follow up there once I understand the scope.
