`setup.bash` does not replace `<TOOL HOMEPAGE>` with urls contain `#`

Run bash setup.bash with a tool homepage url like https://github.com/user/repo#readme

Expected behavior

setup.bash replaces <TOOL HOMEPAGE> with the url.
